WCBC News has obtained a letter from the Times-News circulation manager informing carriers that effective Sunday November 8, the cost of a seven day home delivery will become $18.86 per month in Pennsylvania and West Virginia; whereas the monthly rate will become $19.99 after the 6% sales tax. However, even with the subscription rate inscrease, carriers will not see an increase making $4.29 per customer per month.
