Top MD Corrections Official Would Be Open Change In Management At Baltimore City Detention Center

Maryland's top corrections official said last week he would be open to discussing the possibility of moving the Baltimore City Detention Center out of the management of the state corrections department to an independent body. Gary Maynard, the secretary of the Maryland Department of Public Safety and Corrections, responded to a question by House Speaker Michael Busch, who presided over the hearing with Senate President Mike Miller. The speaker noted that there appear to be conflicts with running a state correction system and a detention center in one specific jurisdiction, which is a unique arrangement. Leading lawmakers on the Legislative Policy Committee spent much of the afternoon asking Maynard questions about embarrassing security lapses that led to the federal indictment of 25 people – including 13 correctional officers – in a contraband corruption case. Speaker Busch focused many if his questions on the problems created by the infiltration of gang members in the prison system. He asked Maynard specifically how they are identified and treated within the system…
