On 02/24/13 the Cumberland Police Department stopped a vehicle being operated by Collin Kelly Brand on Westbound Interstate 68 for speeding. A Cumberland police K-9 unit assisted in the stop and conducted a scan of Brand’s vehicle. The K-9 alerted for the presence of a controlled dangerous substance and the officers performed a search of the vehicle. Officers located a quantity of suspected heroin and drug paraphernalia during the search. Brand was placed under arrest and charged with possession of heroin and CDS paraphernalia. He was then taken to the Allegany County District Court Commissioner’s Office and was held on $5,000 bond at the Allegany County Detention Center.

On 2/10/13 TFC. Farrell stopped a 2002 Toyota Corolla for speeding on E/B I-68 @ Amish Road. Upon making contact with the driver, TFC. Farrell detected the odor of burnt marijuana coming from the vehicle. A passenger, Christoph Luzzi, 19, Vorhees, NJ, advised the Trooper that he had marijuana in a bag in the trunk. TFC. Farrell subsequently located a quantity of marijuana and a smoking pipe in a bag in the trunk. Luzzi was charged with possession of marijuana and paraphernalia and released
