On Friday, January 11th, 2019, The Cumberland City Police were called to respond to a S. Centre St. business for the report of a theft in progress. Employees at the business advised 2 subjects had been confronted with merchandise concealed on their persons inside the store. When confronted, the subjects fled on foot. The suspects were described as a white female and a white male. Officers were able to locate both subjects running near the area of the business. Officers ordered both subjects to stop to which the female complied. The male continued to flee the area on foot. After first providing a false name, the female was correctly identified as Heather Ann Bloomfield of Thurmont MD. The male suspect was later found on S. Centre St. When confronted, the male refused to comply with officers orders. After a brief altercation, the male was able to be taken into custody. He was identified as Scott David Collins of Oakland MD. Both subjects were taken to Police headquarters for processing. Both were taken for an initial appearance with the District Court Commissioner. Bloomfield was held without bond. Collins was held without bond.
