It has been an uneasy, and inconsistent relationship between the boards of county commissioners and education that were elected three years ago- and the majority of the conflict is financial. While the county commissioners and school board have worked cooperatively in putting together a funding plan for the proposed new Allegany High School- the same cannot be said for the general operating budget.
