Former Allegany County Commissioner Bill Valentine, after serving more than two years on the state’s Kirwan Education Commission, says he is not happy with the make-up of a sub-committee established that will help determine how the costs of implementing recommendations will be split between the state and local governments. In a letter sent to media outlets across the state, Valentine says he is discouraged that only one member of the sub-committee will represent and advocate for the interests of county governments. He says the majority of the committee is made up of states senators, delegates and education representatives- not leaving a great deal of room for the voice of county government to be heard. With much of the cost to implement the Kirwan recommendations expected to fall to the counties- Valentine said they deserve to have a more prominent role in the decision making process. {1} Have you read the Kirwan report? There is not one area dealing with curriculum. Over 1/2 the cost is for teacher enhancements, since the main view of the Commission was that the biggest problem with our educational failures is due to the fact that our teachers are not properly qualified.
{2} The new sub-committee is looking how costs should be “shared” between counties and the state.Why should the counties not have equal representation in those discussions?
