Western Maryland lawmaker wants “flat tax”

The Herald Mail reports that once again, State Senator Andrew Serafini, R-Washington, is trying to convince colleagues on the Senate Budget and Taxation Committee that a flat income-tax rate — in which everybody pays a certain percentage of income without deductions — will be simpler and fairer. Serafini presented this year's version to the committee Wednesday. It would implement a flat 3.9 percent tax rate on annual incomes above $30,000, with workers earning less than $30,000 not paying state income taxes.
