On Saturday, December 29th, 2018, the Cumberland City Police arrested Frank Barongo Mborogo, of Westernport MD.
Mborogo was arrested on an outstanding arrest warrant for an alleged child custody incident which occurred on December 17th 2018.
He was taken before the District Court Commissioner where he was released on his own personal recognizance.
