Frostburg Man Arrested On Rape Charges

On Friday, 04/24/2015, Investigators with the Allegany County Combined Criminal Investigation Unit (C3I) arrested 43 year old Howard Lee Winters, Frostburg, after obtaining a warrant for his arrest. The arrest stems from an investigation into allegations, first reported on 04/22/2015, that Winters had been involved in an inappropriate relationship with a 13 year old female victim.

The allegations were first reported to the Allegany County Sheriff’s Office, who requested the assistance of the C3I Unit. Together with Child Protective Services, a joint investigation was conducted. Interviews of the victim disclosed that the inappropriate relationship began when the victim was 10 years old and continued to the present.

Investigators gathered enough evidence to support the allegations and secure the arrest warrant for Winters. In addition, Investigators obtained a search warrant for Winters’ residence, where additional items of evidence were recovered.

Winters was charged with five counts of 2nd Degree Rape and three counts of Sexual Abuse of a Minor. He was taken before a District Court Commissioner for an initial appearance and is currently being held at the Allegany County Detention Center on $25,000.00 bond pending his next court appearance.
