Wolf Administration Announces Funding for Water and Sewage Improvements in Bedford County

Department of Community and Economic Development (DCED) Secretary Dennis Davin announced more than $2 million in Community Block Grant Development (CDBG) funding to provide clean water and improve sewage in communities in Bedford, Jefferson, Juniata, and Somerset counties. 

“This funding is a way to invest in our communities and their revitalization efforts, and these four projects will be supported by additional resources that can help address health, safety, and welfare concerns for residents in these communities,” said Secretary Davin. 

The following projects were included in the most recent block of CDBG funding approvals:

  • $189,250 to be used in Bedford County for the replacement of Hyndman Borough’s 100-year-old waterline system, which has been prone to breaks or leaks over the last several years, causing expenses for the borough and disruptions in water service for residents and customers. The funding will replace an existing waterline and cover all fitting, valve, restoration, and reconnection of fire hydrant and water services costs.
  • $789,204 to be used in Jefferson County for the replacement of Sykesville Borough’s tuberculated and deteriorating waterlines, which are causing numerous service outages and low-pressure for residents. The funding will replace an existing waterline, including a PVC pipe and its accessories, six fire hydrants, and 38 service connections, in addition to lawn, sidewalk, and asphalt restoration.
  • $1,000,000 to be used in Juniata County for the installation of a public sewage collection and treatment system in Fayette Township to address the malfunctions of on lot sewage disposal systems (OLDS), which have left residents with failing septic systems that have consequently contaminated nearby freshwater sources and created health concerns. Due to the size of OLDS and poor soil conditions, the current system cannot be repaired, and residents have been unable to sell homes.
  • $450,000 to be used in Somerset County for modifications to the waterline system in Conemaugh Township. All homes in this township have private wells and the funding will connect a new waterline to an existing line and cover the installation costs of two fire hydrants.

CDBG funds enable communities to effectively address local economic development needs by providing federal funds to develop viable communities through the provision of modest housing and a suitable living environment. Funds are also used to expand economic opportunities geared to low-and moderate-income individuals and to improve infrastructure critical to community health and welfare.
