Disorderly Conduct Arrest

On July 6, 2015 at 9:25 PM an officer from the Cumberland City Police Department was on patrol in the area of Virginia Avenue near East First Street, when he observed a vehicle being operated with only one working head lamp.  The officer conducted a traffic stop on the vehicle and made contact with the female operator.  The officer also made contact with the front seat passenger later identified as, Travis Leon Shears.  While the officer was speaking with both occupants, they both appeared to be under the influence of some substance.  During the course of the stop the officer observed both subjects to be acting in a nervous manner.  When the officer asked Mr. Shears for his name and date of birth he provided the officer with date of birth that made him younger than what he appeared to be.  Believing that Mr. Shears was providing the officer with false identification, the officer walked to the passenger side of the vehicle.  Before the officer was able to reach the passenger side of the vehicle he observed Mr. Shears open his door and flee from the scene on foot.  The officer pursued Shears on foot before losing sight of him as he ran from the area.  Additional officers responded to the scene and set up a perimeter.  Shears was located a second time and fled from officers again.  Shears was later located hiding off an alleyway behind Pennsylvania Avenue at which time he was taken into custody without further incident.  Shears was transported to the Cumberland City Police Department for processing.  Shears later provided officers with his actual name and date of birth.  Shears was found to have an active arrest warrant for his arrest through Baltimore City Police.  Shears was processed, served and taken before the District Court Commissioner.  Shears was held in the Allegany County Detention Center on $3,000 bond.
