Murder suspect behind bars

On Thursday, 02/11/2016, at 8:47 AM, the Cumberland Fire Department Ambulance and the Cumberland Police responded to a private residence in the 1200 block of Oldtown Road in Cumberland where Officers discovered the body of the victim, 32 year old Jasmine Nikole Rannells. Officers noticed obvious trauma to the victim’s head, and secured the scene and requested the assistance of the Allegany County Combined Criminal Investigation Unit (C3I).

            C3I Investigators responded to the scene. A search warrant for the residence was secured, and the scene was processed by Evidence Collection Technicians with the Maryland State Police Forensic Sciences Division.

            The victim’s body will be transported to the Maryland State Medical Examiner’s Office in Baltimore for an autopsy to determine the cause of death.

            Investigators interviewed numerous witnesses, including the victim’s boyfriend. The interviews, along with physical evidence collected at the scene, led Investigators to develop the victim’s boyfriend, 43 year old Kevin Ray Bowers, as the suspect.

            After consultation with the Allegany County State’s Attorney’s Office, Investigators charged Bowers with 2nd Degree Murder.

            Bowers was taken before a District Court Commissioner for an initial appearance. He is currently being held at the Allegany County Detention Center on $1,000,000.00 bond pending his next court appearance.

            The investigation is continuing by C3I.
