City Police Serve Summons And Make Trespassing Arrest

On Tuesday, May 3, 2016 Officers of the Cumberland Police Department served a criminal summons on Emmanuel Mossengo.  The summons stemmed from an incident that occurred on South Smallwood Street in the early morning hours of April 30, 2016.  Officers were called to the South Smallwood Street area for a report of a disturbance involving a large party at a residence.  Upon arrival Officers located approximately 200 college age students in front of a residence.  There was loud music and loud talking in the area.  Officers made contact with Emmanuel Mossengo, who was standing on the porch of the residence.   Mossengo advised Officers he did not live there and did not know the residents.  All subjects were advised to clear the area due to the large disturbance.  A short time later Officers were called back to the same area for another disturbance.  Officers again contacted Mossengo who was standing on the porch of the residence.  A female subject referred to Mossengo as a resident of the property. He was advised to have everyone leave the area and to stop the disturbance or be subject to charges.  Officers remained on the scene while many subjects left the area.  A short time later Officers were advised to respond back to the residence for a report of an assault.  Upon their arrival Officers observed a large number of college aged students in the area again causing a disturbance.  They observed Mossengo, again standing on the porch of the residence.  There was no evidence of an assault and none of the subjects would provide any information regarding the possible assault.  Officers advised all non-residents to leave the area to prevent any further problems.  Officers remained in the area until the area was clear.  Mossengo and the other residents of the house were advised that charges would be filed at District Court.  Mossengo signed for the summons and was released pending trial in Allegany County District Court.

Emmanuel Mossengo, age: 22, of Cumberland, MD

Charges: Disturbing the Peace Loud Noise (2 counts), Disorderly Conduct, Obstructing Justice, Fail to Obey a reasonable/lawful order, False statement to Police and Littering

 

Trespassing Arrest:

On Tuesday, May 3, 2016 Cumberland Police Officers were conducting a requested patrol check of a Columbia Street vacant residence.  An Officer observed a broken window at the front of the residence.  Officers then cleared the residence and located Shane Sarver Jr. sleeping in an upstairs room.  Sarver Jr. was placed under arrest and was transported to the Cumberland Police Department.  He was processed and issued a criminal citation for trespassing.  He was then released pending trial in Allegany County District Court.
