David Bohn Thinks Certain BOE Members Are Playing Politics

Two times in the past six months a member of the Allegany County Board of Education, without the knowledge of the entire board, requested advisory opinions from the Ethics Panel. That practice is not sitting well with Dr David Bohn. Last October,  then board president Sara Beth Bittinger announced in public session that she had sought an advisory opinion of the ethics panel on possible conflicts of interests for candidates running for a seat on the board.  While never mentioning him by name, it was clear the request was aimed at Robert Farrell- who has an active lawsuit against the board. At last month’s public session, Board member Deb Frank announced she had sought an advisory opinion also concerning conflict of interests- with the focus on Farrell and board member Wayne Foote.  During last week’s meeting at Braddock Middle School a constituent questioned board members Bohn, Farrell and Foote as to why they have chosen to ignore the advisory opinions. Bohn said in this latest instance, it was sprung on the majority of the members at the last minute. He added that he thinks certain members are playing politics and using the Ethics Panel for that purpose…

    Why not pass a resolution that a request to the Ethics Panel can only be made by a majority of Board members? Whoops! There goes the leverage that Fraley/Frank need.
    Better yet. Completely disband the current Board of Education and pick any five random persons off of the street. My guess is that no one will notice any difference.

    So one Board member is in effect suing himself and another Board member is facing a hearing to determine if he should be removed from office. It seems more Ethics Panel opinions are needed, not fewer.

    The idea that only a majority could ask for an opinion from the Ethics panel is a new kind of silly. Majorities tend to be the problem and are least likely to care about ethics – witness the three amigos in action – a pending lawsuit and a desire for financial benefits for a specific type of “doctor” and of course the serial groper. Bohn’s statement suggests he needs to glance in a mirror and ask why anyone would need to talk to the ethics panel. The answers may surprise him.

      The basis of our government is majority rule.
      Are you suggesting that this fundamental tenet be eliminated on a whim?

        > Majorities matter, of course, but majorities should not be able to stop a minority from seeking valid, ethics opinions on what the majority is trying to do. The phrase that matters more is “rule of law.”
