Gov. Larry Hogan said this week that Maryland’s heroin crisis is an emergency demanding a major response. Hogan outlined a plan Tuesday to fight rising fatal overdoses on multiple fronts. He has formed a council and a separate task force on the problem. Lt. Gov. Boyd Rutherford will lead the effort. Locally, Allegany County Sheriff Craig Robertson told WCBC News recently that his officers do see a lot of heroin. He says there was a spike in heroin overdoses in 2004 and 2005, and while they have tapered off, it’s still very much a problem. Maryland has received a donation of about 10,000 doses of an overdose antidote for heroin from a company called Kaleo, and the Sheriff says his department is involved with that program…
