Principals named at Fort Hill, John Humbird

Allegany County Public Schools Superintendent of Schools, Dr. David Cox, announced today the appointment of two principals to assume available positions within the school system for the upcoming 2015-2016 school year.  Joe Carter was selected as the principal at Fort Hill High School after serving in an interim capacity there last year, and Heather Morgan will replace retiring principal, Frank Billard, as the next principal at John Humbird Elementary School.             “I am pleased to announce the appointments of Mr. Carter and Mrs. Morgan to these key instructional leadership roles.  They are seasoned and skilled professionals who are ready to lead their respective school communities forward to the next levels of achievement,” said Dr. Cox.  Joe Carter received both his Bachelor’s and Master’s degrees from Frostburg State University. Prior to coming to Allegany County Public Schools, Mr. Carter taught at Bishop Walsh from 1977 to 1983. He began his teaching career with ACPS in 1983 as a math teacher at Mt. Savage School.  From 1999 until 2002 he was an administrative assistant at Beall High School.  Mr. Carter then became the assistant principal at Beall High, and then later Mountain Ridge, where he remained until 2013.  During the 2013-2014 school year, he moved to the central office to serve as the Supervisor of Mathematics.  Last year he relocated to Fort Hill High School to serve as the interim principal.

            When asked how he felt about his permanent appointment as Fort Hill’s principal, Carter said, “I am looking forward to continuing the work we began as a staff this school year.  It is an honor to be part of the Fort Hill tradition, and my goal continues to be to foster the academic achievement of all students.”

            Heather Morgan also graduated with her Bachelor’s and Master’s degrees from Frostburg State University.  She began her career with ACPS in 1994 as a kindergarten teacher at Flintstone Elementary School and then in the same capacity at Parkside Elementary School from 2001-2006.  During the 2006-2007 school year, Heather served as a coordinating teacher at Cresaptown Elementary School and then became the assistant principal there, a position she held until 2013.  Finally, from 2013-2015, Mrs. Morgan was the assistant principal at South Penn Elementary School.

“I am very excited and honored to be chosen as the principal of John Humbird School,” said Morgan.  “I look forward to working together with students, parents, faculty and staff to provide learning opportunities and engaging experiences, and I am eager to partner with the school community for the upcoming school year.  I wish Mr. Billard all the best with his retirement.”

Both Carter and Morgan will assume their roles effective July 1, 2015.
