A judge has ruled in favor of the Maryland DREAM Act to be placed on a referendum in November. The bill, which would allow illegal immigrants to receive help for in-state tuition, has met serious opposition, with over 100,000 people signing a petition against the bill since it was proposed. Anne Arundel County Circuit Judge Ronald Silkworth concluded the measure is subject to referendum on the November general election ballot.
