Formal charges are expected to be filed against the owner of Charm City Rescue on Naves Crossroads. That's where 97 cats were seized last week by the Allegany County Animal Shelter and Animal Control. According to reports this isn't the first time the owner has been cited. The city of Baltimore seized all the animals from Charm City Animal Rescue in Baltimore, the owner then set up a rescue on Mechanic Street in Cumberland and then after six months moved to the Naves Crossroads location…
