Cumberland officials say they are trying to get a better deal for property owners near the Flood Control project, where regulations demanding a 10 foot setback are being enforced by the U S Army Corps of Engineers. City Administrator Jeff Rhodes says there should be some exceptions, including some which the Corps had agreed with years ago:
