City Man Arrested on Assault, Resisting Charges

On October 30th, 2019 officers of the Cumberland Police Department responded to the 400 Block of Grand Avenue for a reported disturbance. Upon their arrival they observed numerous witnesses in the area directing officers to the suspect, Abraham Rivera Ortiz. Officers observed Ortiz to be yelling and striking the side of a residence and he was advised to stop his behavior.  Ortiz continued to yell and create a disturbance and officers advised him he was under arrest. Officers began to place Ortiz into handcuffs when Ortiz attempted to bite one of the officers. Ortiz continued to attempt to pull away from the officers and struck one of them in the face with his head. Ortiz was placed under arrest for assault second degree, resisting arrest, fail to obey, disorderly conduct and disturbing the peace. Ortiz was remanded to the Allegany County Detention Center where he awaits his initial appearance before a District Court Commissioner.
