City man arrested on rape charges

On Monday  at approximately 7:40 AM, the Cumberland Police responded to a South Waverly Terrace address for a reported sexual assault. When Officers arrived they interviewed the 18 year old victim and learned that she had been assaulted by a neighbor she was familiar with. She provided the Officers with the suspect’s name. According to the victim, she was awakened by the suspect lying on top of her. She fought with the suspect, who fled when another resident entered the room. They chased the suspect at that time, but were unable to catch him. The Cumberland Police were notified at that time. Investigators with the Allegany County Combined Criminal Investigation Unit (C3I) responded to assist in the investigation. A search for the suspect was initiated and he was located a short time later, and was taken into custody. Evidence was collected at the scene by Investigators and is being forwarded to the Maryland State Police Crime Lab for analysis. As a result, 28 year old Robert Lee Hess was arrested and charged with 2nd Degree Rape and 2nd Degree Assault. He was taken before a District Court Commissioner for an initial appearance, and was ordered held on $250,000.00 bond. He remains incarcerated in the Allegany County Detention Center pending his next court appearance
