City man facing animal cruelty charges

On June 21, 2019 an officer was on patrol in the area of Queen City Drive when he observed a white male carrying what appeared to be a deceased black cat.  As the officer made his way through the shopping plaza he observed two males exiting their vehicle and confronting the male subject who he saw carrying the cat.   As the officer exited his vehicle, he no longer observed the subject holding the cat.  One of the witnesses informed the officer that he observed the white male carrying the cat around by his neck.  The witness said he observed the subject throw the cat into a garbage can.  The officer was able to locate the cat inside the garbage can and confirmed that the cat was deceased.  As the officer was attempting to gather information the owner of the cat arrived. The officer was informed that the subject identified as Frederick Earl Bolinger stole the cat from her yard on Altamont Terrace.  The victim told the officer that she let her cat outside so he could go to the bathroom.  Moments after the cat was let outside, she observed Bolinger reach over the fence and take the cat from her yard.   The victim told officers that she went after Bolinger, and observed him kill her cat by breaking his neck.  Bolinger continued down Park Street before discarding the cat in the trash.   Bolinger was placed under arrest at the scene and transported to the Cumberland City Police Department for processing.  Bolinger was processed, served and taken before the District Court Commissioner.  Bolinger was held in the Allegany County Detention Center without bond.

Arrested: Frederick Earl Bolinger                                         Age: 35 of Cumberland, Maryland

Charges: Aggravated Cruelty to animal, Animal Cruelty cause harm, Animal Cruelty, Theft less $100 to under $1,500, Malicious Destruction of Property and Disorderly Conduct.

    Give him the same treatment as he gave the poor cat.

    This individual is no longer able to receive services from any of the agencies in this area that assist people who have developmental disabilities. So he is free to roam the streets completely unsupervised. This is a very common occurrence. This is a serious safety issue that most folks are unaware of.
