On October 30, 2015 officers from the Cumberland City Police Department responded to Canal Street behind Times News for a subject breaking into a vehicle.  While officers were enroute they were informed that the owner of the vehicle was detaining the suspect.   Upon the officer’s arrival, they observed the victim lying on top of the suspect, Christopher Jason David Moore.   During an investigation into the matter, officers learned from the victim that he had just left Times-News and observed the driver’s side door open on his vehicle.  Mr. Moore was observed leaning into the vehicle to the point that his entire upper body was in the passenger compartment.  The victim pulled Mr. Moore out of his vehicle and onto the ground.  Mr. Moore was detained by the victim until the police arrived.  Officers at the scene later spoke to Moore about his involvement in the incident.  Moore admitted to the officers that he entered the victim’s vehicle looking to steal loose change, but was interrupted by the owner.  As a result of this incident, Mr. Moore was arrested at the scene and transported to the Cumberland City Police Department for processing.  Moore was processed, served and taken before the District Court Commissioner.  Moore was held in the Allegany County Detention Center on $2,000.
