There is no clearly defined timeline in place for making planned changes to the downtown mall- with construction possibly starting late next year, but more likely in 2020. The project would see the current pedestrian mall opened to one-way vehicular traffic and limited parking for the first time since 1979. The city currently has financial commitments from state grants totaling less than half of the estimated $5 million to $7.4 million needed to complete the three-phase project. The question of when construction will take place came up during this week’s public meeting, with a constituent saying that it’s important for business owners as well as customers to have some idea for planning purposes. Mayor Brian Grim and city administrator Jeff Rhodes both suggested a groundbreaking ceremony may still be some time away…
