City Police Have Busy Wednesday

Officers from the Cumberland Police Department arrested Frederick Earl Bolinger for failing to appear in District Court on a littering charge.  Bolinger was taken before the District Court Commissioner where he was held on a $500.00.

At approximately 1800 hours, officers responded to a S. Mechanic Street business for a report of a theft.  Officers arrived and learned that a male subject had left without paying for items consumed inside the business.  Paul Michael Harman was located in the area of the business and he was identified as the suspect who left without paying.  Harman was taken into custody and transported to Police Headquarters for processing.  Harman was later released pending trial in District Court.

At approximately 1951 hours, officers made contact with a female victim who reported that she had been assaulted earlier in the day by her boyfriend.  She reported that she left her residence after the assault because he refused to leave her residence. Officers observed injuries to the female victim consistent with the assault reported.  Officers responded to a W. Offutt Street residence to ensure that the residence is vacant so that the victim could return.  Officers arrived and found the residence to be open and unsecured.  Officers entered the residence to clear it to ensure that the suspect was not still inside.  Once inside officers located Seth Bronson Frye in the living room of the victim’s home.  Frye was told to stand and exit the residence.  He refused to leave the residence and failed to comply with the orders of officers.  They attempted several times to get Frye to comply but he refused to listen to instructions.  Officers attempted to place Frye under arrest when he attempted to pull away from officers.  A brief struggle ensued inside the residence.  Frye continued to argue with officers and continued to attempt to pull away.  Officers were eventually able to gain control and take Frye into custody.   Frye was transported to Police Headquarters for processing.  He was later taken before the District Court Commissioner where he was released pending trial in District Court.

Charges: Trespassing, Obstructing and Hindering, Assault 2nd Degree, and Resisting Arrest

 

At approximately 1938 hours, officers were dispatched to Michigan Avenue residence for a disturbance.  Officers arrived and spoke with the parties involved.  The subjects were advised to keep the peace and not to cause any further disturbances.  At approximately 2046 hours officers were called back to the same residence for another disturbance.  Officers arrived and again made contact with the parties involved.  Officers spoke with numerous residents who identified Garrett Michael Ketterman as the subject causing the disturbance.  Officers had spoken with Ketterman when they were on the scene earlier.  Officers again made contact with Ketterman and attempted to calm the situation.  Ketterman was again warned to lower his voice and to keep the peace.  It was suggested by officers to go back into his residence for the evening due to the problems and his level of impairment.  Ketterman refused to listen to officers and told them he did not have to follow their instructions.  Officers attempted to go back to the numerous complaints and speak with them when Ketterman again raised his voice and yell.  The complaints told officers that he was still causing a disturbance and if action wasn’t taken it would continue.  Officers based on the citizens complaints and their observations elected to take Ketterman into custody.  They advised Ketterman that he was under arrest but he failed to comply with their orders.  A struggle ensued and officers were eventually able to take Ketterman into custody.  He was transported to Police Headquarters for processing.  Ketterman was later taken before the District Court Commissioner where he was released pending trial in District Court.
