It certainly makes sense to place chairs and benches on the downtown mall and then complain about loitering.
Isn’t it a judgement call as to who is sitting in the sun on a summer day and who is loitering? And who will get to make that call?
That will be the job of increased law enforcement and security presence.
That will certainly add to the local charm to see a uniformed officer telling the ne’er do wells and other undesirables to move along.
If you don’t want to be hassled downtown this summer be sure to get a shine on those shoes and a crease in those trousers.

When they are sitting at tables or the planters cursing, screaming and discussing there criminal activity, its time to move on. Why are you a grown adult hanging out at the downtown mall everyday like your a 12 year old at the mall.
Ive watched prescription drugs being distributed among friends after leaving CVS. Screaming to others from one end to the other.
Ive watch elderly people scared, women constantly catcalled and non stop asking for cigarettes.
Its not an issue with picking on the poor or homeless. Try being a human being and keep your dirty mouth at home is most of the problem.
