County & Municipal Governments To See Some Highway User Revenue Return By Fiscal 2020

After years of calling to restore highway user revenue, county and municipal governments in Maryland will finally see some funding return by fiscal 2020.  House Bill 807 passed the General Assembly in April. It requires all revenue collected from the gas tax to be held in the Transportation Trust Fund beginning in fiscal 2020. Lawmakers in 2010 dipped into that pool to help balance the general fund. Highway user revenue funding declined sharply in the wake of the 2007 recession as the state struggled to meet expenses. The highway user revenues, which have been as high as $4 million for Allegany County in past years, have been seen as a primary lifeline to supply much needed funding for counties to maintain roads, bridges and transportation infrastructure in their jurisdiction.
