CPD Makes Arrests For Shoplifting, Disorderly Conduct

On Saturday, at approximately 6:00 PM, Cumberland City Police were dispatched to a business in the 200 block of East Union Street for a male urinating on the business.

Officers arrived on scene and located the suspect and identified him as Joseph Westley Garris.  Garris admitted to urinating on the business. Officer spoke to several witnesses who observed Garris’ behavior.

Garris was placed under arrest and transported to the police station.  Garris was issued a criminal citation and released pending trial in District Court.

Arrested –Joseph Westley Garris (40) Cumberland, MD

Charge – Disorderly Conduct

 

Also on Saturday, at approximately 6:30 PM, Cumberland City Police were dispatched to a business in the 400 block of Virginia Avenue for a theft complaint.

Upon arrival officers learned that Douglas Bryan Combs had concealed merchandise and attempted to leave the business without paying.

Combs was placed under arrest and transported to the police station.  Combs was issued a criminal citation and released pending trial in District Court.

Arrested – Douglas Bryan Combs (56) Cumberland, MD

Charge – Theft less than $100.00
