CPD Makes Assault & Arson Arrests

On Sunday November 6, 2016, at 5:30 am, Cumberland City Police Officers responded to the 300 block of Arch Street for a domestic assault.  Investigation into this matter revealed that Frederick Frances, age 33 of Cumberland, assaulted his girlfriend by striking her with a closed fist in the face several times.  Physical evidence as well as visible injuries were evident and as a result, Frances was placed in custody.  A baggie of suspected Marihuana was found upon conducting a search incident to arrest.  He was later taken to the Allegany County Commissioner’s Office for a bond hearing and was released on his personal recognizance pending trial at the Allegany County District Court.  The victim did not require medical attention.

CHARGE:  Assault 2nd Degree, Possession of Marihuana, less than 10 grams.

 

ARSON

 

On Sunday November 6, 2016, at 5:13 am, Cumberland City Police Officers responded to a residence in the two hundred block of Columbia Street for a reported Arson.  Shortly before police arrival, a family member walked outside the residence and observed Reginel Dechaus, age 31 of Cumberland, walking away from the front porch where the fire was set. The fire was ignited by setting a large bag of charcoal on fire.  Once the wood on the porch caught flame it spread to the siding to the front exterior wall of the residence while there were occupants inside.  Further investigation revealed that Dechaus had previously made threats to the owner of the residence that he was going to burn the house down.  Dechaus was located by patrol officers on Davidson Street and was placed in custody.  He was transported to the Cumberland City Police Department where he was processed and served.  Dechaus was taken to the Allegany County District Court Commissioner’s Office for a bond hearing and was held without bail at the Allegany County Detention Center.  Members of the Cumberland City Fire Department responded as well as members of the Maryland State Fire Marshall’s Office who determined the fire was intentionally set.  An estimated $3,000.00 dollars worth of damage was caused to the residence.  No one was injured.

CHARGES:  Arson First Degree, Malicious Burning, Harassment, Reckless Endangerment (3 counts), Arson 2nd Degree, Stalking.
