CPD Makes CDS Arrests & Responds To Report Of Stolen Vehicle

On Sunday, April 10, 2016 at approximately 12:52 pm, a Cumberland Police Officer was on routine patrol in the Blackiston Avenue area.  He observed a vehicle that was stopped in the roadway, on the wrong side of the road.  The Officer stopped and spoke to the driver, Samantha J. Flanagan.  The driver and passengers appeared nervous and stated they were lost.  After speaking with the subjects two of them admitted to recently using Heroin.  All subjects were removed from the vehicle.  As a result of a search of the vehicle a suspected amount of Heroin was recovered along with numerous amounts of suspected CDS paraphernalia.    Samantha Flanagan and the passenger, Nathan Broadwater, were both placed under arrest and transported to the Cumberland Police Department.  Another passenger, Belen Waybright, was arrested after it was determined a warrant had been issued for her arrest in Cecil County for Theft.  Flanagan and Broadwater were processed and taken before the District Court Commissioner’s Office.  Both were later remanded to the Allegany County Detention Center on $6,000 bond for each.  Waybright was processed and taken to the District Court Commisioner’s Office and was released on her own recognizance.

Charges: CDS Possession:Not Marijuana, CDS Possession of Paraphernalia and the Use of CDS Paraphernalia

 

Nathan Broadwater, 32, of Grantsville, MD

Charges: CDS Possession:Not Marijuana, CDS Possession of Paraphernalia and the Use of CDS Paraphernalia

 

Belen Waybright, 31, of Cumberland, MD

Charges: Arrest Warrant for Theft and CDS Possession of Paraphernalia

 

 

Motor Vehicle Theft

On 04/10/16 at 3:26 a.m. the Cumberland City Police responded to Rosewood Street for a Motor Vehicle theft.  The victim advised the officer that his vehicle had been stolen several hours ago.  During the course of his investigation the officer learned that the stolen vehicle had been involved in a Motor Vehicle crash in Ridgeley WV at the railroad crossing.  The suspects fled the crash scene prior to the arrival of the West Virginia Police Officers.  The stolen vehicle is described as a 2008 Lincoln MKZ and is black in color.  The vehicle has been recovered; however the Cumberland City Police is asking for assistance from the public for the identification of the suspects that fled the scene.
