Captain Greg Leake with the Cumberland City Police Department updated business owners last week on the ongoing efforts to increase security on the downtown mall. One business owner asked why someone who had committed an assault wasn’t arrested as soon as police arrived. Leake explained that many times officers cannot make an arrest unless a crime is committed in their presence- saying that a complete investigation must be conducted in most of those circumstances. He said he understands citizens frustrations- but there are rights afforded to every individual and law enforcement has to be careful not to violate those rights…
