Cumberland Man Arrested on Assault Incident

On Monday, February, 22nd, 2021 the Cumberland Police Department responded to a Franklin Street residence for the report of a domestic disturbance involving a knife.  When officers arrived, they contacted a male identified as Andrew Steven Spencer Sr. outside the home with lacerations on his wrist and hand.  Spencer told officers that he had been cut with a knife by another female occupant in the residence during an argument.  Officer then made contact with a female inside the home that claimed that Spencer had assaulted her and he cut himself with a knife when she threatened to call the police.  Two other witnesses that were inside the home at the time of the incident were able to corroborate the female’s version of events.  Spencer was arrested and treated for several self inflicted lacerations.  He was charged with assault 1st and 2nd degree, reckless endangerment, and disorderly conduct.  He was also severed a District Court violation of probation warrant issued back in December, 2020.  Spencer was taken before the District Court Commissioner and was remanded to the Allegany County Detention Center held without bond.
