On Tuesday, November 20th, 2018 a Cumberland Police Department officer stopped a vehicle on Park Street for a traffic violation. While conducting the stop, an assisting officer noticed male subject later identified as Brock Ian Uglow, making a disturbance and walking up to officers, distracting them from the business of the traffic stop. Officers warned Uglow of his conduct several times and told him he needed back away from the immediate area and allow the officers to complete the stop. Uglow continued to act in a disorderly manner and interfere so he was told that he was under arrest. He then attempted flee the area on foot and after a short pursuit, was placed under arrest. Uglow was charged with 2nd degree assault, obstructing and hindering, disturbing the peace, disorderly conduct, and resisting arrest. Uglow was taken before the District Court Commissioner and released on his own personal recognizance pending trial.
