Cumberland man sentenced on heroin and cocaine charges

The Office of the State’s Attorney for Allegany County, Michael O. Twigg, State’s Attorney, along with Allegany County Narcotics Task Force, announced on Friday, Carl Christopher Horseman III, Cumberland, was found guilty of maintaining a common nuisance related to the distribution of heroin and crack cocaine in the Circuit Court for Allegany County.

 

After the guilty verdict, the Honorable W. Timothy Finan, Circuit Court Judge for Allegany County, sentenced Horseman to 20 years’ incarceration, with 10 years of the term suspended, in the Maryland Department of Corrections.  Upon Horseman’s release, he will serve five years on supervised probation.

 

The case was the result of an investigation, conducted by members of the Allegany County Narcotics Unit, into the distribution and sales of heroin and crack in Allegany County. In February 2017 Detectives executed multiple search and seizure warrants at several locations on Grand Avenue and Arch Street in Cumberland. A search resulted in the seizure of heroin and revealed Horseman’s residence was being used to facilitate the sales and distribution of heroin and crack. Assisting in the investigation were members of Cumberland Police Department CERT and uniform personnel from Allegany County Sheriff’s Office and Cumberland Police Department.

 

The state was represented by Assistant State’s Attorney Samuel J. Lane. The defendant was represented by Sean P. Gallagher, Esq.
