Cumberland Police Make Arrests

CDS Arrest

    On September 12, 2014 during the early evening hours, a Cumberland City Police officer on routine patrol in the area of Fayette Street observed a subject wanted on an outstanding arrest warrant for previous theft charges.  The officer confirmed the warrant, and as a result, Joshua Aaron Pifer, 28 of Corriganville was placed under arrest.  Upon searching Pifer incident to the warrant arrest the officer located large quantities of prescription medications in unlabeled bottles on Pifer’s person. Along with the prescriptions, the officers also located suspected Heroin, needles, and assorted drug paraphernalia.  Pifer was transported to Cumberland Police Headquarters where he was processed for the warrant and additionally charged with the following:

Possession of a controlled dangerous substance with intent to distribute – 2 counts

Possession of a controlled dangerous substance – 4 counts

Possession of CDS paraphernalia – 2 counts

Unlawfully removing prescription labels – 3 counts

Arrest Warrant charges:  Theft $1,000 to under $10,000 – 2 counts

Pifer was processed and transported to the Allegany County District Court for a bond hearing.  Pifer was held on a $10,000.00 bond for the CDS related charges and $5000.00 bond for the warrant.  Pifer was transported to the Allegany County Detention Center to await a bond review.

 

Domestic Assault Arrest

    On September 12, 2014 during the early evening hours, Cumberland City Police officers were dispatched to a Lamont Street residence in reference to a reported domestic assault in progress.  Officers arrived on the scene and began their investigation.  The victim in this case was interviewed and alleged that the suspect who was later identified as Andrew Steven Spencer Sr., 26 of Cumberland had choked them and destroyed a cell phone during an altercation.  Officers observed evidence consistent with the victim’s account of the incident and as a result Spencer was arrested and charged with the following:

Assault 2nd Degree – 1count

Malicious Destruction of Property under $1,000.00 – 1 count

Spencer was processed and transported to the Allegany County District Court for a bond hearing.  He was released on his own recognizance by a commissioner.

 

Warrant Arrest

    On September 12, 2014 Cumberland City Police officers served an outstanding arrest warrant on a Cumberland woman for violation of probation charges.  Norma Lee Younger, 63 of Cumberland was arrested and transported to the Cumberland Police headquarters where she was processed for the warrant.  Younger was subsequently transported to the Allegany County Detention Center where she was held without bail pending an appearance in the Allegany County Circuit Court.

Criminal Summons

        On 02/28/2014 Cumberland City Police officers served a criminal summons on Patrick Kenneth Connors Sr., 45 of Cumberland, charging him with a CDS related offense.  The charges stem from a February 22, 2014 incident in which the Cumberland City Police were dispatched to a Virginia Avenue business for a CDS complaint.  During this investigation officers allegedly located drug paraphernalia on Connors’ person.  As a result Connors was charged with the following:

CDS Paraphernalia Possession – 1 count.

Connors was released pending trial at the Allegany County District Court.

  

CDS ARREST

    On 02/28/2014 during  the late evening hours, Cumberland Police officers arrested a 17 year old Cumberland youth after a traffic stop on Spruce Place.  Cumberland Police stopped a vehicle for a traffic violation on Spruce Place and a K-9 was called to the scene.  After the K-9 alerted on the vehicle, 15 grams of suspect marijuana and CDS paraphernalia was recovered from inside the car.  As a result the juvenile was placed under arrest and transported to the Cumberland Police Department for processing.  The following charges will be processed by the Maryland Department of Juvenile Services:

Possession of Marijuana over 10 grams – 1 count

Possession of CDS Paraphernalia – 1 count
