On Monday, May 28^th, 2018, The Cumberland City Police responded to a business on Centre St. for the report of a subject locked in the restroom. Staff advised an unknown male had been locked inside the bathroom for an extended period of time and they could get no answer from him. Officers were able to make contact with the male once they arrived on scene. The male was found to be accompanied by a female who was also found on the property. During the investigation, Officers discovered both subjects were in possession of CDS paraphernalia. The investigation resulted in the arrests of Bradley Scott Smith of Luke MD and Shana Kay Riggleman of Westernport MD. Scott was issued a Criminal Citation for CDS Possession of Paraphernalia before being released. Riggleman was taken before the District Court Commissioner where she was held on $1,500 bond. 

Arrested:  Shana Kay Riggleman.    Age:  26
