May 2nd, 2019 by WCBC Radio

On May 1, 2019 officers from the Cumberland City Police Department were dispatched to the area of Woodside Avenue for a male passed out inside a vehicle.  The officers located the vehicle, and observed a white male passed out in the driver’s seat with the keys to the vehicle in the ignition.  The male was later identified as David Eugene Lease 2nd.  Upon waking Lease, officers detected a strong odor an alcoholic beverage coming from inside the passenger compartment.  Lease who later exited the vehicle showed signs of impairment and admitted to consuming alcohol earlier in the day.  Based upon the officer’s detections and observations, Lease was asked to perform several standardized field sobriety tests.  Lease agreed to the tests and later refused the tests.   Lease attempted to walk away from officers after being told he was under arrest.  Lease failed to obey the officers and resisted the arrest.  During a brief struggle, Lease was taken into custody and transported to the Cumberland City Police Department for processing.  At Police Headquarters, Lease agreed to a test of breath which showed an alcohol concentration above the legal limit in the state of Maryland to operate a motor vehicle.  Lease was processed, served and taken before the District Court Commissioner.  Lease was later released on his own personal recognizance.
