Cumberland Police Make Gun, FTA Arrests

On Saturday, at approximately 1:30 PM, an officer from the Cumberland City Police Department observed a vehicle speeding on I-68 Eastbound. The officer initiated a traffic stop for the violation and the vehicle stopped in the 400 block of Maryland Avenue.

The officer made contact with the operator Milton Emmanuel Pagan-Caquias. He advised the officer he was in possession of a loaded handgun.  Pagan-Caquias did not possess a Maryland firearm wear and carry permit.

The officer confiscated the firearm and placed Pagan-Caquias under arrest without issue. Pagan-Caquias was taken before a District Court Commissioner and released on his personal recognizance.

Arrested – Milton Emmanuel Pagan-Caquias (29) Colorado Springs, CO

Charges – Loaded Handgun on Person, Loaded Handgun in Vehicle

 

Cumberland City Police Saturday served an Arrest Warrant on Breann Carol Haines.

The Arrest Warrant was issued when Ms. Haines failed to appear in District Court for a previous CDS paraphernalia charge.

Haines was taken before a District Court Commissioner and released on her personal recognizance.

Arrested – Breann Carol Haines (29) Cumberland, MD

Charge – Bench Warrant Failure to Appear
