Cumberland Police Make Numerous Arrests Tuesday

On July 25, 2017 the Cumberland Police served a criminal summons on Ricky Lee Bowers II for charges of 2nd Degree Assault.  The charges were filed by a private citizen for incidents that occurred on May 2, 2017 and also on May 30, 2017.  During the incident on May 2nd it is alleged Bowers swung a pipe at an adult male victim.  In the May 30th incident it is alleged Bowers swung a piece of scaffolding at the same adult male victim.  No injuries were reported in either incident.  Bowers was served with the summons and released pending trial in District Court.

Criminal Summons Served

On July 25, 2017 the Cumberland Police served a criminal summons on Donna Louise Minch for a charge of 2nd Degree Assault.  The charges were filed by a private citizen who alleges Minch assaulted an adult male by striking him in the face.  Minch was served with the criminal summons and released pending trial in District Court.

Fugitive Warrant Arrest

On July 25, 2017 an officer with the Cumberland Police made a traffic stop on a vehicle in the area of Henderson Avenue and Polk Street.  During the traffic stop contact was made with a passenger, Nathan Woodrow Watson.  A warrant check was made on Watson and it was learned he had a warrant out of Morgan County, West Virginia for Violation of Probation for Child Neglect Resulting in Bodily Injury.  He was charged with Charge Against Fugitive and taken before a District Court Commissioner where he was held without bond.  He was taken to the Allegany County Detention Center pending extradition proceedings.

Theft Arrest

On July 25, 2017 the Cumberland Police responded to a business on the downtown mall for a report of a subject stealing flowers and loading them into a vehicle.  When officers arrived they found Dixie Lee Grimm putting the plants inside of a vehicle.  Grimm was issued a criminal citation for Theft under $100 and released pending trial in District Court.

Dixie Lee Grimm, age:  60, Keyser, WV

Warrant Arrest

On July 25, 2017 the Cumberland Police responded to a residence in the 300 block of Grand Avenue for a disturbance.  While police were investigating the disturbance they contacted Troy Anthony Harkless.  Further investigation revealed Harkless had a warrant for his arrest out of Baltimore City.  The warrant was for charges of 2nd Degree Assault, Motor Vehicle Unlawful Taking, Malicious Destruction of Property, Theft $1000 to under $10,000, and Unauthorized Removal of Property for an incident that occurred in Baltimore City.   The warrant could only be served in the county of arrest and he was transported to the Allegany County Detention Center to await extradition to Baltimore City.

Charges:  2nd Degree Assault, Motor Vehicle Unlawful Taking, Malicious Destruction of Property, Theft $1000 to under $10,000, and Unauthorized Removal of Property
