Cumberland Woman Charged In Disturbance

On Saturday evening, at approximately 7:30 PM Cumberland Police responded to a residence on Virginia Avenue for a disturbance complaint. 

As police were responding they were told that Rosemary Neva Irene Hazard-Rugal was the suspect in the disturbance.  When police arrived they located Hazard-Rugal and began questioning her about what happened.  Hazard-Rugal began yelling at the officer and she was told to stop creating a disturbance, as a crowd had gathered to observe her actions. 

She refused to listen to officers orders and began yelling profanities at the officer.  Hazard-Rugal was advised she was under arrest and as the officer attempted to put her in custody she struck the officer in the chest.  After a brief struggle Hazard-Rugal was placed under arrest and charged with Disorderly Conduct, 2nd Degree Assault, and Resisting Arrest. 

She was taken before a District Court Commissioner where she was released on her personal recognizance pending trial in District Court.

Charges:  Disorderly Conduct, 2nd Degree Assault, and Resisting Arrest
