Dando Pleads Not Guilty In Sex Case

A local doctor has pleaded not guilty to charges of fourth degree sex offense and perverted practice.

59-year old Dr William Dando, of Rawlings, was charged late last month with molesting a female patient.   After the arrest, it was learned he had been convicted of raping a Florida woman in 1987.

Dando issued the plea yesterday through documents filed by his attorney, Steven Friend.  The physician made an initial appearance in Allegany County Circuit Court this morning, during which he was read the charges and his rights.  The case has been slated for a jury trial on September 3rd, with a status conference set for the day before.

Fourth degree sexual offense is defined as a sexual act without the consent of the victim.  It is not considered to be a sexually violent act.  

The case has received attention statewide because Dando received a Maryland medical license in 1996 after serving 3 1/2 years in prison for raping the Florida woman at gunpoint. 

The Maryland Department of Health and Mental Hygiene has asked its inspector general's office to investigate the state Board of Physicians' decision to grant Dando a license.
