Debate Over “Mall Tax” Has Grown

In the late spring and early summer, Cumberland city officials briefly discussed the idea of eliminating or at least reducing the special downtown mall tax. The tax was established to cover the cost of bricking over the mall- however that debt was retired in 2013. With the debt paid off, the debate over the future of the taxes levied in the special taxing district, referred to by many as the “mall tax,” has grown. There is some sentiment that an elimination of the tax to encourage more business- however some downtown property owners favor keeping the tax because  they enjoy the service- as outlined by Downtown Development Commissioner Chair Sandi Saville during a recent special meeting…
