Delegate Mike McKay has introduced a bill to reduce the state corporate-tax income rate in Washington and Allegany counties from 8.25 percent to 4 percent. McKay, a Republican who represents parts of Allegany and Washington counties, said the bill is an expansion of an idea proposed by Ray Givens, a Republican who lost to him in the 2014 GOP primary. Givens proposed a separate state corporate income tax rate for legislative Sub district 1C, which McKay now represents. McKay said he expanded the bill, in part, because Del.
