A Baltimore County state delegate says he has introduced emergency legislation to place school resource officers (SROs) in every elementary school in the state. Republican John Cluster says that his legislation is in response to the deadly shooting at a Connecticut elementary school. Cluster told WBAL that the officers are already placed in many middle schools and high schools, but elementary school buildings are "unprotected"…
