Although the student enrollment numbers declined once again for the Allegany County Public School system- early indications are that the drop won’t result in fewer dollars. While funding amounts from the state and county can be reduced as a result of a system having fewer students- that apparently won’t be the case this year- in part due to the somewhat convoluted formula used for maintenance of effort as it relates to per pupil expenditures. Larry Mckenzie, Finance Director for the Allegany County Board of Education, presented some preliminary budget projections to the board this month and they show increases from the state and the county…

What union are you talking about? There is no teachers union in Allegany County. The Allegany County Education Association is the organization that negotiates working conditions, salary, and benefits with the BOE on behalf of the teachers. In reality, the ACEA has very little power, cannot strike, and any demands that are made are non-binding on the BOE.

I think you are confused. The last agreement was enacted in 2016. Since then, ACTA was replaced by the ACEA. It does charge dues but it is not a union, it is an association, has no real power, and does not engage in any kind of propaganda, unlike what Adyllotte will tell you.

This windfall in funding, a net gain per enrolled student, may come back to bite them in the future when Kirwan funding is determined. The BOE may be required to fund Kirwan at that higher enrollment number and not the actual student population number.
