Maryland Comptroller Peter Franchot has been an outspoken critic of gambling and casinos from day one- and five years after slots were legalized nothing has occurred to allay his concerns. He strongest criticisms are two fold: that the casinos are taking advantage of people with gambling addictions; and that the level of gaming revenues targeted for education has been sharply declining in recent years.
