Disturbance Call Results in Assault, Weapons Charge Arrest

On Wednesday, February 3, 2016, at approximately 2351 Hours, the Frostburg City Police Department responded to the 200 block of Maple Place for a domestic disturbance. Upon arrival, officers discovered a female subject who had visible injuries to her face. She stated that a male cohabitant in the residence had assaulted her and fled the scene immediately after the assault occurred. She also stated that he left the residence on foot with an assault rifle. The male subject was identified as Stephen Lee Frost, 36, of Frostburg. 

While speaking with the female, officers heard a gunshot outside in the nearby wooded area. Officers set up a perimeter while contact was made with Frost by phone, who reported that he was in the nearby wooded area discharging the firearm. Phone contact ceased shortly after. Officers maintained the perimeter, and were eventually able to make verbal contact with Frost, as he yelled out from the woods. Officers were able to talk Frost into exiting the woods peacefully. Frost exited the woods, and complied with police instructions, upon which he was taken into custody.

Further interviewing of the victim revealed that when Frost attempted to leave the residence with the assault rifle, she tried to stop him, and a struggle ensued. In the course of the struggle, Frost struck the female victim in the face with the assault rifle. The firearm was recovered by police, who learned that shortly after discharging the weapon, Frost briefly went to a friend’s house adjacent to the wooded area, where the friend was able to convince him to relinquish the firearm before exiting the woods and approaching police.

Frost was transported to the hospital and confined there on a petition for emergency evaluation. Police obtained an arrest warrant for him, and he was arrested on Thursday, February 4, 2016, immediately upon being released from the hospital.

Frost was charged with one count of second degree assault, two counts of carrying a dangerous weapon with the intent to injure, reckless endangerment, disorderly conduct, and disturbing the peace. Frost was taken before a District Court Commissioner where he was held on a $250,000 bond and committed to the Allegany County Detention Center. Frostburg City Police were assisted at the scene of this incident by Frostburg State University Police and the Allegany County Sheriff’s Office.
