Early SundayCumberland Police arrested John Harrison Spiker in the area of Pershing and Mechanic Streets for Disorderly Conduct and Failure to Obey a Lawful Order.  Spiker had been seen by officers in the area creating a disturbance.  At that time he was advised to leave the area and not create any further disturbances.  Approximately forty-five minutes later, he was again observed by officers creating another disturbance by yelling in the street.  He was arrested and transported to the Cumberland Police Department and was awaiting a bond hearing.    Arrested was   John Harrison Spiker                           Age:  35                           Cumberland,
