Federal Railroad Administration says CSX does not own West Side bridges

In a letter obtained by WCBC News, the Federal Railroad Administration states that the  Westside bridges in Cumberland are not owned by CSX Transportation and therefore the company is not responsible for maintenance. Ownership of the bridges has been a major point of contention between the city and CSX for many years now. On Thursday the two sides met and are making strides toward a solution.     The Federal Railroad Administration was not created until 1966. These bridges pre date the agency and likely their records.
