The Cumberland Economic Development Corporation and the Downtown Development Commission recently released a joint announcement on the hiring of Frederick-based Cochran Studios to create new design plans for the downtown mall. The firm has been retained to prepare a streetscape design and public art plan for the Baltimore Street Redevelopment Project- which is highlighted by plans to create a single lane of vehicular and bicycle traffic along the current pedestrian mall. The plan also calls for the replacement of underground utilities and the installation of fiber optic cable at the site. DDC Chair Sandi Saville says the project represents a true team effort…
